PyQtWebEngine fails to build against Qt 5.12.5

Hello,

PyQtWebEngine fails to build against Qt 5.12.5 because that version is
missing in the %Timeline and therefore being recognized as 5.13 resulting
in this error: "qwebenginenotification.sip:28:10: fatal error:
qwebenginenotification.h: No such file or directory". Adding it fixes the
build.

Should be fixed in tonight's snapshots (but untested).
