Using QuerySet.iterator() with pgBouncer leads to nonexistent cursor errors (#28062)

Django 1.11 added support for server-side cursors on PostgreSQL:

As reported in https://code.djangoproject.com/ticket/28062, pgBouncer doesn't support using WITH HOLD cursors in transaction pooling mode, so the change is backwards incompatible for this configuration.There's some discussion on the ticket about possible solutions, but I wanted to try to bring more attention to this issue to see if anyone else has some expertise to offer.
