ipy_user_conf.py is missing

When I visit C:\Users\user_name\.ipython, I can't find a ipy_user_conf.py.

I'm using Windows 7 with Python 3.3 and IPython 0.13.1

That's a config file used by older versions of IPython. The new config file is in .ipython/profile_default/ipython_config.py . If that doesn't exist yet, run 'ipython profile create' to create it.

I can't even run ipython from the command line

Python ipython3-script.py

C:\Python33\Scripts>python ipython3-script.py
Traceback (most recent call last):
  File "ipython3-script.py", line 5, in <module>
    from pkg_resources import load_entry_point
ImportError: No module named pkg_resources
